Housing Programs at Linden Housing Authority

Linden Housing Authority (LHA) administers multiple rental assistance programs funded by the U.S. Department of Housing and Urban Development (HUD), including the Housing Choice Voucher (HCV) Program, commonly referred to as Section 8, and the 202 PRAC Program for elderly residents.

These programs aim to increase access to affordable, stable, and quality housing for eligible low-income individuals and families in the City of Linden.

Housing Choice Voucher Program (HCV)

The Section 8 HCV Program helps very low-income individuals and families afford safe, decent, and sanitary housing in the private rental market. Participants are able to choose their own housing—including single-family homes, townhouses, and apartments—not limited to units located in public housing developments.

How It Works

  • The tenant pays approximately 30% of their adjusted gross income toward rent and utilities.
  • LHA pays the remainder directly to the landlord through a Housing Assistance Payment (HAP).
  • The unit must pass a Housing Quality Standards (HQS) inspection and meet reasonable rent criteria based on HUD-established Fair Market Rents (FMRs).

Example: If a family’s income is $1,500/month, they may pay $450 toward rent, and LHA would cover the difference (up to the local payment standard).

Eligibility Requirements

To qualify for a Section 8 voucher, applicants must:

  • Meet HUD-defined income limits for Union County (typically under 50% of Area Median Income)
  • Be a U.S. citizen or have eligible immigration status
  • Pass background screening and meet family composition standards

Priority is given to extremely low-income households, elderly individuals, persons with disabilities, and families facing housing instability.

How to Apply

  1. Complete a Pre-Application
    Applications are accepted only when the waitlist is open. Check our website regularly or sign up for email/text alerts.
  2. Waitlist Placement
    Once accepted, you will be notified of your position on the waitlist.
  3. Eligibility Screening
    If selected, you will be required to provide documentation and attend an interview.
  4. Voucher Issuance & Housing Search
    After approval, you will receive a voucher and begin your search for qualified housing within 60–120 days.
  5. Unit Inspection and Lease Signing
    Your chosen unit must pass an HQS inspection before LHA can approve the lease and begin payments.

LHA welcomes landlords who wish to participate in the HCV program. We offer:

  • Direct rent payments
  • Annual inspections
  • Dedicated support from our Housing Assistance team

202 PRAC – Supportive Housing for the Elderly

The Section 202 Project Rental Assistance Contract (PRAC) Program is a HUD-subsidized housing program that provides supportive, affordable housing to very-low-income seniors aged 62 and older.

PRAC is designed for those who can live independently but would benefit from supportive services that promote health, nutrition, mobility, and social engagement.

Eligibility Requirements

  • Age 62 or older
  • Household income at or below HUD-established very-low-income limits
  • Must meet independent living criteria (though supportive services are encouraged).

Available Supportive Services May Include:

  • Nutritional meal programs
  • Transportation assistance
  • Health and wellness programs
  • Continuing education or recreational activities
